Clarke County Released Inmate Records
A release from Clarke County adult custody is usually recorded by the Northwestern Regional Adult Detention Center, or NRADC. The jail is in Winchester and serves Clarke, Fauquier, and Frederick counties plus the City of Winchester. That regional setup matters. The Clarke County Sheriff may have the arrest record, while NRADC keeps the jail admission and departure data. A Clarke court may hold the order that explains the legal basis. No single public screen joins all three.
“Released” also has more than one meaning. A person may leave on bond, complete a sentence, receive credit for time served, enter probation, or leave prison on parole. The person may instead transfer to VADOC, another jail, federal custody, or immigration custody. Home electronic monitoring places an eligible person outside a cell while controls remain in force. A name missing from the current NRADC locator establishes none of these outcomes on its own.
Clarke County Release Types
The words on the source record determine what happened next. Bond and recognizance allow a case to continue while the person is outside full-time detention. Time served or sentence expiration ends the term recorded by that custodian. Probation and parole both involve conditions, but probation comes from a court sentence while parole is conditional release from an eligible prison term. A transfer changes the agency holding the person and is not a community release.
- Bond or recognizance
- Release before the case ends after the court or magistrate authorizes it and required conditions are met.
- Time served
- The custodial part of the sentence has been satisfied, sometimes through credit for days already held.
- Probation
- A court-ordered period in the community with stated rules and supervision where ordered.
- Parole
- Conditional release from a parole-eligible state sentence before final discharge.
- Detainer
- A hold from another authority that may delay release or cause a direct transfer.
- Discharge
- The end of the correctional custody or supervision status identified by the issuing agency.
Dismissal describes a charge outcome, but another case or hold may remain. A death is an exit event in a custody system and must not be described as community release. Read the exact code or label, ask for its legend, and identify the next custodian when the entry says transfer.
Clarke County Release Record Fields
A useful Clarke County release record is a set of linked entries. NRADC may maintain the booking sheet, jail card, release entry, and booking image. The court file may add the order, bond terms, disposition, sentence, and later action. VADOC records cover state confinement or supervision. The following field inventory is a request checklist. It does not mean that NRADC posts every field online or that every field must be disclosed without review.
| Field | What it shows |
|---|---|
| Name and identifiers | The person tied to the record; compare lawful identifiers to avoid a same-name error. |
| Booking number | The specific NRADC admission linked to the departure entry. |
| Admission date and time | When that period of regional jail custody began. |
| Agency, charges, and case | The arresting or committing agency, alleged charges, court, and case number where recorded. |
| Bond information | Whether a bond or recognizance basis appears and what court record may explain it. |
| Release date and time | The custodian’s recorded physical departure event. |
| Release type or authority | Bond, time served, court order, transfer, or another coded basis, subject to the agency legend. |
| Destination or supervision | Another custodian or community status if the record keeps and releases that information. |
The strongest timeline pairs a departure entry with the court order that authorized it. A VINE event can support the sequence, yet it is not a certified release record. A future or projected date does not prove that the person left. When two sources differ, preserve both statements and ask the jail about physical departure and the court about legal authority.
Request Clarke County Release Records
NRADC, rather than the Clarke Sheriff, is the first records custodian for an adult regional-jail booking and release entry. Its official FOIA page routes requests to the participating NextRequest portal. Ask for a named existing document and a narrow date range. Virginia FOIA does not require the jail to research a question or build a new report. The court clerk separately controls court orders and certified dispositions.
- Identify the person with the minimum data needed, such as full name, booking number, or a limited admission range.
- Request the existing booking sheet, jail card, admission and release date/time, release type or authority, destination if recorded, case numbers, and code legend.
- Ask separately for a booking photograph when it is needed for identity confirmation and request lawful redaction of protected data.
- Choose electronic delivery and ask for an estimate before costs pass a stated limit. Narrow the request if the estimate is high.
- Ask for segregable nonexempt portions and the legal basis for any withheld part. If NRADC holds nothing, request the correct custodian if known.
The NRADC public-record request portal shows the online intake route and its request fields.
The portal supports a focused request, but the text of the request should still distinguish community release from a transfer and identify the exact record sought.
Virginia’s usual response period is five working days. An agency may produce records, cite a lawful withholding, produce and redact, report no record, refer the request, or invoke extra time allowed by statute. Charges must track actual cost, and an advance deposit may be requested when the estimate exceeds $200. No fixed online fee applies to every release request.
Note: Ask the court clerk, not NRADC, for a certified release order or disposition entered in the Clarke case.
Clarke County Release Record Law
Virginia FOIA, Title 2.2, Chapter 37, sets the public-record process, subject to requester rules and lawful exemptions. The law directs access to existing public records. It does not force an agency to create a custom release list. Section 2.2-3706 addresses criminal and correctional records. Juvenile, sealed, expunged, security, victim, medical, and active-investigation material may be restricted or redacted.
Retention is not the same as web visibility. The Library of Virginia GS-08 schedule lists cumulative booking and release records, such as jail registers and master inmate lists, for 20 years after separation. It lists individual incarceration records, including booking sheets, property receipts, photographs, and release documents, for three years after separation. A hold for litigation, audit, subpoena, or a pending records request can suspend destruction. NRADC publishes no promise that a former inmate stays visible in its online locator for any set period.
Virginia sealing and expungement rules can change what appears in public court results. Eligibility depends on the case outcome, offense, history, dates, and governing statute. A missing OCIS result may reflect a protected case, not proof that no case existed. Official court instructions or qualified counsel should be used for relief questions.
Clarke Release Property Pickup
NRADC inventories property at intake and holds allowable items during custody. At release or transfer, the property goes back to the individual or to the agent taking custody. This distinction can help explain the event, but a property handoff is not a substitute for the release entry. If another person collects property, NRADC requires a completed property-release form and valid photo identification.
The NRADC inmate property rules publish pickup windows Tuesday through Friday, from 8 to 11 a.m. and 1 to 3 p.m. The property window is closed Saturday through Monday and on Frederick County holidays or cancellations. Someone expected to leave within 24 hours may receive only one inventory. Confirm the current schedule before travel because the posted hours can change.
Clarke Release Statistics Archive
NRADC maintains an official annual-reports archive through fiscal year 2025. Those reports are the correct source for a booking count, release count, average daily population, or length-of-stay measure. A live roster cannot supply those figures. Each report also needs its own period and definition because a booking, unique person, release event, and transfer are not interchangeable units.
These figures describe the archive endpoint and facility capacity, not the number of Clarke County releases. Any later statistical claim should cite the named annual report and explain whether it counts admissions, exits, people, or custody days.
Clarke Recent Release Feed
As checked on August 8, 2026, no official NRADC or Clarke Sheriff 24-hour release list, 72-hour release list, recent-release gallery, or release-focused mobile app was identified. The official NRADC route is a current-inmate locator. It has no published update cadence, former-record display period, or public archive. Results labeled for Clark County without the final “e” often belong to Washington and must not be used for a Clarke County, Virginia event.
For one person, pair the current locator with VINE, the correct Clarke court case, the jail line, and a focused NRADC request. For a time window, ask whether an existing jail-management report covers the exact start and end times. Define whether transfers should be included. Virginia FOIA may provide an existing nonexempt log, but it does not require NRADC to create a new 24-hour or 72-hour list.
Note: Comparing saved roster snapshots cannot distinguish release, transfer, correction, interface error, or a change in display policy.
Find Clarke County Released Inmates
Start with the last likely custodian. The NRADC current locator answers whether a person is displayed in regional-jail custody now. No match is not a release status. Continue until an agency-reported event, court order tied to the custodian, or release record establishes the outcome.
- Search the official NRADC current locator or call the jail information line at 540-535-3800. Save the exact name, booking details, and search time.
- Search Virginia VINE for the same person and select NRADC as the source agency. Record the exact status and event date.
- Check Virginia OCIS in the correct Clarke court. Read bond, disposition, sentencing, and later docket entries without treating them as a live jail clock.
- Search VADOC by name or seven-digit DOC ID. A confined result can show that the NRADC departure was a state transfer.
- Check BOP for a federal sentence and ICE ODLS for possible civil immigration detention when the case facts point to those systems.
- Request the existing NRADC release entry and the relevant court order when documentary confirmation is needed.
Name collisions, aliases, spelling errors, update delays, and confusion with Clark County in another state can derail the search. Keep the final “e” in Clarke and use the Virginia agency domain. A completed release conclusion should record the system, reporting agency, exact status words, event date, and search time.
Clarke Release Offender Search
The VADOC Inmate & Supervisee Locator covers state correctional custody and active supervision. It is not a history of every short Clarke County jail stay. VADOC says the locator can include people in state institutions, probationers, parolees, people in local or regional jails under VADOC authority, and Community Corrections Alternative Program participants. Data is updated daily, though VADOC warns that it can be inaccurate or out of date.
| Search field | Use and caution |
|---|---|
| First and last name | Use at least the first three letters of the first name and the full last name. |
| Seven-digit DOC ID | The strongest direct search key when the number is known. |
| Location | An optional filter that can narrow a current institution or supervision office. |
| Race, gender, age range | Optional matching aids; compare only lawful identifying data and do not assume a similar name is the same person. |
| Status and date fields | Record the exact label, such as confined, released, discharged, parole, or probation, plus any date shown. |
The official VADOC locator displays the state search interface and its disclaimer.
A released or discharged label supports a state-corrections finding. Probation, parole, and post-release supervision must not be restated as full discharge. A projected date remains an estimate until a completed status or agency record confirms departure.
Clarke Release Court Records
Clarke’s court and jail locations differ. A Clarke arrest can proceed in General District Court, Circuit Court, or Juvenile and Domestic Relations District Court, while the adult jail record remains with NRADC in Winchester. This makes a two-source check vital. The court can explain the legal authority, and NRADC can document the physical departure.
The Virginia Online Case Information System permits a name search across courts or a search narrowed to the correct Clarke court.
Match the court, case number, charge, hearing history, disposition, sentence, and later orders. “Dismissed,” “nolle prosequi,” “guilty,” and “deferred” describe court outcomes, not a jail timestamp. A time-served sentence may explain the exit, but the NRADC release entry remains the better proof of when it occurred.
Can the court docket alone confirm release? Usually not. It establishes legal events, while bond processing, other holds, and transfer steps can affect when or whether physical departure follows.
Clarke Release Supervision Network
Clarke County has distinct local and state supervision paths. Old Dominion Court Services provides pretrial services and local probation across Clarke and nearby jurisdictions. VADOC Community Corrections handles state probation and parole, with Winchester District 11 serving Clarke. The Virginia Parole Board decides eligible parole matters, while VADOC manages the custody and supervision record.
NRADC Community Corrections also includes home electronic monitoring. A person in that program may be physically outside the jail yet remain under program controls. Old Dominion links to the Northern Shenandoah Valley Re-Entry Council, but a listed resource does not prove that a person participates in it. Verify supervision through the court order, the responsible program, or VADOC. The dedicated Post-Release Supervision page explains the local and state distinction in depth.
Note: An absconder is outside supervision contact, not discharged; a selected statewide wanted list is not a full Clarke warrant database.
Clarke Bond Release Conditions
Old Dominion Court Services operates the region’s pretrial services agency under Virginia law. Pretrial supervision may be a condition of bail. That means someone can be outside NRADC, remain subject to reporting or other court terms, and still have an unresolved case. “Not in jail” and “case closed” are separate findings.
Read the bond and hearing entries in the Clarke court case, then confirm the NRADC departure. If pretrial services appear in the order, the program and court are the right sources for current obligations. Do not infer the terms from the charge, release date, or a roster change.
Clarke Release Alerts and Transfers
Virginia VINE is the notification route for participating local and regional jails, including the statewide local-jail network. Search one person, choose the correct source agency, and read the exact custody event. A release alert reflects what that custodian reported. It may not state the legal reason or rule out later custody. Registration may offer phone, text, email, TTY, or app notice for release, transfer, death, escape, return, and other supported events.
State-prison victim notices use NAAVI, a separate VADOC service for eligible registered victims. Registration in local-jail VINE does not carry into NAAVI. The general public uses the VADOC locator for state status. BOP covers federal prisoners from 1982 forward and may show a past release date or “Released.” ICE ODLS covers current detainees and those released from ICE custody within its stated 60-day window. Each result applies only to that agency.
A BOP “in transit” label is not release. An ICE no-result is not conclusive, and a person transferred from NRADC to immigration detention did not enter the community. For a federal pretrial case, the federal court and U.S. Marshals or host facility may hold parts of the timeline.
Compare Clarke Release Sources
Choose a source by custody level and by the question being answered. A current-custody locator shows who is held now. A release entry documents an exit from that agency. A court record gives the legal basis, while supervision records show conditions after custody. No source should be stretched beyond its own system.
| Source | Best use | Limit |
|---|---|---|
| NRADC locator | Current regional-jail display | No verified public release archive or fixed former-record window |
| NRADC release record | Actual jail departure date, time, and coded basis where releasable | May require a records request and lawful redaction |
| Clarke court | Bond, disposition, sentence, and release authority | Not a real-time physical departure clock |
| VADOC locator | State custody, released status, or active supervision | Not every county-jail booking or permanent discharge history |
| VINE | Agency-reported local-jail events and alerts | Not a certified record and not a guaranteed archive |
| BOP or ICE | Federal prison or immigration custody | Does not prove an NRADC or VADOC release |
What proves a completed release? Prefer an actual jail or DOC release entry, signed release paper, agency-reported event, or court order corroborated by the custodian. Keep conflicts visible until the issuing offices resolve them.
Clarke Release Jail History
The NRADC jail history explains why Clarke County released inmate records are not centered at a county jail in Berryville. Clarke, Frederick, and Winchester began planning the regional facility in 1987. Clarke inmates moved into the work-release center in December 1990, and the main jail opened in 1991. Fauquier joined the authority in 1998. Later expansions brought the published rated capacity to 1,027.
The history is practical, not just background. NRADC in Winchester is the adult jail custodian even when the arrest, prosecution, and court file belong to Clarke County. A search limited to the Clarke county-government site can miss the regional record. A search that drops the final “e” may reach Clark County, Washington or Nevada instead.
Clarke Release Facility Routes
Five facility or custody-system routes can serve a Clarke case. The first two are regional facilities. The other three are statewide or federal networks, and no institution from those systems was identified inside Clarke County. Use the route tied to the person’s age, legal authority, and latest custodian.
- Northwestern Regional Adult Detention Center: adult regional jail; a departure can be community release, monitoring, or transfer.
- Northwestern Regional Juvenile Detention Center: authorized family, counsel, probation, court, and facility channels govern confidential juvenile release inquiries.
- Virginia Department of Corrections institutions: a transfer from NRADC can lead to a state facility elsewhere, with later status in the VADOC locator.
- Federal Bureau of Prisons facilities: BOP covers federal sentences and may publish released status or a release date.
- ICE detention network: an immigration hold can turn departure from criminal custody into a transfer rather than community release.
For an adult Clarke case, start with NRADC and the Clarke court. For a juvenile matter, do not use the adult lookup path or seek protected details. State, federal, and immigration systems should be searched only when the case or transfer evidence points there.
